We are looking for an experienced Product Manager with a background and experience of working in Public sector organisations. The ideal candidate will have experience and background of working within areas such as Community & Wellbeing, Parks, Libraries & Library systems.

• Build good working relationships in the local government political culture where directions can often pivot and conflicts arise for delivering outcomes for the greater communities.
• Effectively advocate for their projects and secure necessary approvals and funding. This involves understanding the priorities and concerns of different stakeholders and presenting technology solutions that align with the overall technology strategic interests.
• Identify and analyse issues effectively, ensuring that solutions are both practical and sustainable.
• Make informed decisions that align with the technology strategy goals of the client. This includes evaluating various options and predicting potential outcomes to choose the best course of action.
• Articulating complex technical concepts to non-technical stakeholders, fostering better understanding and collaboration.
• Collaborate with stakeholders and cross-delivery team dependencies to assist in resolving conflicts between business stakeholders and technology stakeholders with differing priorities or viewpoints. By finding common ground and facilitating compromises, product manager will be able to maintain a collaborative and productive working environment.
• Help ensure the business stakeholder technology initiatives are in sync with the broader technology strategy goals of the client.

• Proven experience as a Product Manager in public sector environments, ideally within local government or community services.

• Strong background in managing digital products or services across Community & Wellbeing, Libraries, Library Systems, and/or Parks and Leisure.

• Domain Knowledge: In-depth understanding of public sector services in areas such as Community & Wellbeing, Libraries and Library Management Systems, or Parks and Leisure, including how these services are accessed, funded, and delivered to diverse populations.

• Digital Product Experience: Proven experience managing digital products or service transformation projects within these domains—such as implementing library self-service systems, community booking platforms, or wellbeing service portals.

• Stakeholder & User-Cantered Design: Experience engaging with frontline staff, service users, and community stakeholders to gather insights, define product requirements, and deliver solutions that align with user needs and public service outcomes.

• Skilled in collaborating across multidisciplinary teams, including service designers, developers, policy leads, and operational staff.

• Knowledge of public sector service delivery, procurement practices, data governance, and accessibility standards.

Demonstrated capability in using Agile methodologies and digital tools to manage product backlogs, roadmaps, and iterative delivery.
